Subject: Resolutions No7 unanimously passed by 68th BPS AGM held at Delhi on 18.11.2023-

Sir,

Bharat Pensioners Samaj, the largest Federation, an umbrella organization of Pensioners Associations in the country with over 10 lac membership held its 68th AGM on 18.11.2023 in New Delhi. 450 delegates of 225 Pensioners Associations from 21 States. Unanimously passed the following resolution for immediate positive consideration by the government

Resolution No 7 : For the purpose of pension ruled medical facilities. DOP&PW should bring Pensioners/family Pensioners of all Central Govt. ministries/departments and disciplines on one platform for better governance, equal treatment, and ease of living. This will avoid duplicity & delay in implementation & will save money.

In the complex landscape of government pension systems, the disparity and segmentation among various Central Government ministries, departments, and disciplines often lead to inefficiencies and inequalities. The proposal to bring all pensioners and family pensioners under a singular platform, championed by the Department of Pension & Pensioners’ Welfare (DOP&PW), promises to revolutionize this scenario. This initiative isn’t just a step towards administrative efficiency, it’s a stride towards ensuring equal treatment and ease of living for those who have dedicated their lives to public service.

At present, the fragmented system breeds several challenges: Inequitable Benefits: Disparities in pension benefits and medical facilities create a sense of unfairness among pensioners. Managing multiple systems leads to increased administrative costs and complexities. Delayed Implementation. The diverse rules and protocols across departments slow down the implementation of new policies. Duplication of Efforts: Similar processes across departments are repeated, leading to unnecessary duplication of work.

The unification under a single platform offers manifold benefits such as :

1) Streamlined Administration: A unified system simplifies the management of pension benefits, reducing administrative burdens and costs. Equitable Treatment: Harmonizing benefits ensures that all pensioners, regardless of their previous department, receive the same level of support and facilities.

2) Rapid Policy Implementation: A single system enables quicker and more efficient policy implementation.

3) Cost-Effectiveness: By eliminating duplicative processes, the government can reallocate resources more effectively, saving money in the long run.

The move towards a unified platform for pensioners and family pensioners is not just a matter of administrative convenience; it’s a step towards justice and equity. It acknowledges the service of government employees from all sectors equally and promises them a retirement life marked by dignity and ease. This initiative by DOP&PW has the potential to set a new standard in pension administration, leading the way for better governance and a truly inclusive approach to post-retirement welfare.

Considering the above narration & the recommendation of the DEPARTMENT-RELATED PARLIAMENTARY STANDING COMMITTEE ON PERSONNEL, PUBLIC GRIEVANCES, LAW AND JUSTICE vide their report 113 Para 3.30 to 3.32 This 68″ AGM of Bharat Pensioners Samaj rightly expect positive action in accepting the above resolution No7.
