AFFORDABLE MEDICAL TREATMENT

Will the Minister of HEALTH & FAMILY WELFARE be pleased to state:
(a) whether the Government has conducted any survey to make medical treatment affordable to all;
(b) if so, the details thereof along with the steps taken/proposed to be taken by the Government in this regard;
(c) the details of fund allocated in this regard, State/UT-wise;
(d) whether the Government has plans to set up fully equipped critical care center’s in small towns and villages across the country; and
(e) if so, the details thereof along with the funds allocated for such project?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH & FAMILY WELFARE (DR. BHARATI PRAVIN PAWAR)
(a) and (b): The National Health Policy formulated in 2017 envisages to provide universal access to good quality healthcare services through increasing access, increasing affordability by lowering the cost of healthcare delivery and equity.
Under National Health Mission, a centrally sponsored scheme, which encompasses the National Rural Health Mission (NRHM) and the National Urban Health Mission (NUHM) as its two Sub-Missions. The Government has taken several initiatives towards universal health coverage, by supporting the State Governments in providing accessible, affordable and quality healthcare services that are accountable and responsive to people’s needs.
The Government has launched four mission mode projects, namely PM-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Ayushman Bharat Health & Wellness Centres (ABHWCs), Pradhan Mantri Jan Arogya Yojana (PMJAY) and Ayushman Bharat Digital Mission (ABDM).
PM-ABHIM was launched as a mission to develop the capacities of primary, secondary, and tertiary health care systems, strengthen existing national institutions, and create new institutions, to cater to detection and cure of new and emerging diseases. PM-ABHIM is a Centrally Sponsored Scheme with some Central Sector Components, for implementation of the Atmanirbhar Bharat Package for health sector with an outlay of Rs 64,180 crore.
Under Ayushman Bharat Health & Wellness Centres(HWCs), Comprehensive Primary healthcare by strengthening Sub Health Centres (SHCs) and Primary Health Centres (PHCs) are facilitated. The HWCs are to provide preventive, promotive, rehabilitative and curative care for an expanded range of services encompassing Reproductive and child care services, Communicable diseases, Non-communicable diseases and all health issues.
Pradhan Mantri Jan Arogya Yojana (PMJAY) is the largest publicly funded health protection scheme in the world which provides health cover of Rs.5 lakh per family per year for secondary and tertiary care hospitalization to 60 crore beneficiaries.
Ayushman Bharat Digital Mission (ABDM) has been announced on 27th September, 2021 with aim to develop the backbone necessary to support the integrated digital health infrastructure of the country.
The Tele Mental Health Assistance and Networking Across States (Tele-MANAS) was launched on 10.10.2022 with the aim to provide free tele-mental health services all over the country round the clock, particularly to under-served areas and people remotely located. The programme includes a network of 23 tele-mental health centres of excellence, with NIMHANS as the nodal centre and International Institute of Information Technology-Bangalore (IIITB) providing technology support.
Besides, quality generic medicines are made available at affordable prices to all under Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) in collaboration with the State Governments. Affordable Medicines and Reliable Implants for Treatment (AMRIT) Pharmacy stores have been set up in some hospitals/institutions.
(c) Under the National Health Mission (NHM), financial and technical support is provided to the States/UTs for strengthening the healthcare systems, based on the proposals received from the States/UTs in their Annual Programme Implementation Plan (PIP) and subject to the Resource Envelope (RE). State/UT wise details of funds released under National Health Mission (NHM) from FY 2019-20 to 2021-22 is given at Annexure-I.
(d) and (e) Under PM- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Government of India is supporting establishment of Critical Care Hospital Blocks in State Government Medical Colleges/ District Hospitals and in 12 Central Institutions covering 602 districts of the country having population of more than 5 lakhs, to provide assured, affordable, and quality critical care services nearer to the Under PM-ABHIM, the critical care hospitals have an outlay of Rs 19064.80 Crores, where Central Share is Rs 11952.43 Crores and State Share is Rs 7112.37 Crores.
