Sub: Cashless Treatment Scheme in Emergency (CTSE) in empaneled hospitals for retired Railway employees and their dependent family members-reg.
Ref: (i) Railway Board’s letter No. 2014/H/28/1/Smart Card/Part A dated 14/07/2016.
(ii) O.M. No. S.11011/9/2019-EHS dated 13th September, 2019 issued by the Ministry of Health & Family Welfare (Department of Health & Family Welfare) to all Ministries/Department of Government of India etc.
(iii) NFIR’s letter No. II/13(A)/Part II dated 29/09/2020 to Railway Board.

Kind attention is invited to NFIR’s letter of even number dated 29/09/2020 duly enclosing copy of O.M. No. S.11011/9/2019-EHS dated 13th September, 2019 issued by the Ministry of Health & Family Welfare relating to medical treatment in emergency in the CGHS empaneled hospitals and requesting the Railway Board to take similar decision for providing medical treatment to the Railway employees and RELHS beneficiaries (with family members) in emergency in the CGHS empaneled private hospitals without insisting for referral Memo/Letter.
Complaints are also being received from the serving employees and CTSE/UMID card holders that though these Schemes were introduced with the fond hope, the same found to be ineffective. The beneficiaries under the CTSE/UMID card Schemes have been demanding for issuance of similar instructions as have been issued by the Ministry of Health & Family Welfare vide O.M. dated 13 September, 2019 for mitigating the hardships.
NFIR, therefore once again urges upon the Railway Board to kindly consider and issue instructions to all the Zonal Railways etc. that in emergency, the RELHS/CTSE/UMID beneficiaries (with their dependent family members) can avail medical facilities at recognized private hospitals without waiting for referral letter of Railway authorities.
A copy of the instructions issued may be endorsed to the Federation.
