Dear Sir,
Reduction in the amount of NDA in 7th CPC as compared to 6th CPC after implementation of the recommendations of 7th CPC — reg.
Ref: (i)NFIR’s PNM item No.35/2018.
(ii) NFIR’s letters No.I/5(E) dated 30th July, 2018, 7th December, 2018 and 18th March, 2019.
(iii) Railway Board’s reply vide No.E(P&A)II-2017/HW-1 dated June, 2020 to NFIR.
With reference to Railway Board’s letter vide No.E(P&A)II-2017/HW-1 dated June, 2020 to NFIR together with copy of Board’s letter dated 29/05/2020 to GMs, the Federation desires to re-iterate as follows:-
Kind attention is invited to Railway Board’s letter vide No.2018/E(LR)/NMH7 dated 28/02/2020 to NFIR, wherein the status on the issue dealt under NFIR’s PNM item No.35/2018 was conveyed as under:-
“In response to this Ministry’s proposal, DoP&T have advised to take an administrative decision in the matter in consultation with Department of Expenditure (DoE). Accordingly, the matter has been examined and a proposal has been sent to DoE on 14/11/2019 to concur the views of the Ministry of Railway. Reply from DoE is awaited”.
NFIR is however not aware of the contents of the proposal sent to DoE as the copy of the same has not been made available to the Federation.
The issue raised by NFIR is that “the Night Duty Allowance” has not been revised upwardly by the Railway Board when the Dearness Allowance enhanced from 125% to 132% w.e.f. 01/07/2016 and from 132% to 136% w.e.f. 01/01/2017 respectively. This issue has not been addressed properly despite the fact that NDA rates should have been revised upwardly, in terms of instructions. The erroneous decision of the Railway Board vide dated 8 March, 2018 had resulted deprival of higher rates of NDA to the staff. The Railway Board’s communication to the GMs vide dated 29th May, 2020 is mere re-iteration of RBE No.36/2018 dated 08/03/2018 and not mitigating the injustice caused to staff.
NFIR therefore urges upon the Railway Board to re-review the case properly for revising the NDA rates upwardly with retrospective effect. Federation also requests the Railway Board to kindly make available copy of Railway Ministry’s proposal dated 14/11/2019 to the Department of Expenditure, MoF
early.
