As the Railway administration are aware, detailed consolidated instructions regarding periodical transfer of non-gazzeted Railway employees exists vide RBE No. 48/2012 and further instructions issued from time to time.
AIRF vide agenda Item No. 28/2012 has demanded that lactating mothers should be exempted from the purview of periodical transfers.
Attention in this connection is invited to instructions contained in Board’s letter no. E(NG)I/2022/TR/19 dated 23.08.2022 which provides that single mother, if she holds a sensitive post cannot be exempted from the scheme of periodical transfer. However she may be shifted as far as possible to a different seat in the same place / adjoining area to meet the requirements of periodical transfer. These provisions would henceforth be applicable to lactating mothers holding sensitive posts also in such a way that lactating mothers when transferred as per periodical transfer policy may be adjusted by shifting laterally during the period of breast feeding or 1 year from child birth whichever is less.

जैसा कि रेल प्रशासन को ज्ञात है कि अराजपत्रित रेल कर्मचारियों के आवधिक स्थानांतरण के बारे में विस्तृत समेकित अनुदेश आरबीई सं. 48/2012 और समय-समय पर जारी किए गए आगे के अनुदेशों के अंतर्गत मौजूद हैं।
आल इंडिया रेलवे फेडरेशन ने कार्यसूची मद सं. 26/2012 के तहत मांग की है कि स्तनपान करा रही माताओं को आवधिक स्थानांतरण की परिधि से छूट दी जाए।
इस संबंध में आपका ध्यान बोर्ड के दिनांक 23.08.2022 के पत्र सं. ई (एनजी)॥2022/टीआर/19 में अंतर्विष्ट अनुदेशों की ओर आकृष्ट किया जाता है, जिसमें यह व्यवस्था की गई है कि यदि सिंगल मदर एक संवेदनशील पद पर कार्यरत है तो उसे आवधिक स्थानांतरण की योजना से छूट नहीं दी जाएगी। बहरहाल, आवधिक स्थानांतरण की आवश्यकताओं को पूरा करने हेतु उसका यथासंभव उसी स्थान/समीपस्थ क्षेत्र में एक अलग सीट पर स्थानांतरित किया जा सकता है। अब से ये उपर्बंध संवेदनशील पदों पर कार्यरत स्तनपान करा रही माताओं पर भी इस प्रकार से लागू होंगे कि स्तनपान करा रही माताओं को आवधिक स्थानातरण नीति के अनुसार स्थानांतरित किए जाने पर स्तनपान करा रही माताओं को स्तनपान कराने की अवधि या बच्चे के जन्म से 1 वर्ष के दौरान, जो भी कम हो, पार्थश्रिक रूप से स्थानांतरित करके समायोजित किया जाएगा।
