[…] continuation of this Ministry’s OM of even number dated 28.10.2022 (copy enclosed) on the subject cited above, the undersigned is directed to issue clarifications, with regard to […]
Moh&fw OM 28/10/22 & clarification thereon, clears that the OM ibid has prospective effect. Obviously, beneficiaries (serving /pensioner’s ) entitled to get benefit from 28/10/22 onwards, however clarification says that *serving /pensioner’s who’s pays upgraded are entitled for this benefit, provided they apply for fresh card. CGHS authorities interpreted that only,pensioner’s/serving employees who retired after Jan 2017 are entitled for upgradation. It means this OM had retrospective effect & not prospective from 28/10/22.Thus, thousands of Pensioner’s (who’s pay upgraded by 7th CPC )retired prior to Jan 2017 are affected, as they are not getting this upgradation ward benefit at par with their counterparts, though similarly placed in all respect. MOF, DoPT, MH &HW therefore, needs to re examine this OM and extend this benefit to all serving/pensioner’s, with retrospective effect, based on pay slab of 7th CPC. There should not split amongst Pensioner’s(Jan 2017 yard stick )over this issue.Pl have yr comments.
