CIRCULAR

Sub: Amendment of Recruitment Rules of Group ‘A’ Posts in Directorate General of Employment, Ministry of Labour & Employment — reg.

It is proposed to amend the following Recruitment Rules in the Directorate General of Employment, Ministry of Labour & Employment as per details given below:

1. 1. The Recruitment Rules with GSR No.178(E) dated 04.03.2015, titled “Ministry of Labour and Employment, DGE&T, Directorate of Employment (Group ‘A’ Posts) Recruitment Rules, 2015, under Sub-Rule 4, Column 11 of the Schedule in so far as they are related to the posts of Director of Employment and Joint Director Employment is proposed to be revised as under:
      

      Name of the post	Existing entry in Column 11	Proposed entry in Column 11
      Director of Employment	Promotion: Joint Director of Employment with five years regular service in the pay band-3, Rs.15,600-39,100/- plus Grade Pay of Rs. 7,600/-, and have successfully completed two weeks training in the field of duties and responsibilities of Director of Employment from Central Institute for Research and Training in Employment Service Directorate General of Employment and Training, Ministry of Labour and Employment or any other Institute notified by Government of India.	Promotion: Joint Director of Employment with three years’ regular service in the pay Level 12 (Rs.78800-209200) and have successfully completed two weeks of training in the field of duties and responsibilities of Director of Employment from National Institute for Career Services, NOIDA, Directorate General of Employment, Ministry of Labour and Employment or any other Institute recognised by Government of India.
      Joint Director of Employment	Promotion: Deputy Director of Employment with five years’ regular service in the pay band-3, Rs.15,600-39,100/- plus grade pay of Rs. 6,600/-, and have successfully completed two weeks training in the field of duties and responsibilities of higher promotional post from Central Institute for Research and Training in Employment Service, Directorate General of Employment and Training, Ministry of Labour and Employment or any other Institute notified by Government of India.	Promotion: Deputy Director of Employment with three years’ regular service in the pay Level 11 (Rs.67700-208700) and have successfully completed two weeks of training in the field of duties and responsibilities of higher promotional post of Joint Director of Employment from the National Institute of Career Services, NOIDA, Directorate General of Employment, Ministry of Labour and Employment or any other Institute recognised by Government of India.

       

   2. The Recruitment Rules with GSR No.490 (E) dated 02.07.2019, titled “Ministry of Labour and Employment, Directorate General of Employment, Deputy Director of Employment (Group A Post) Recruitment Rules, 2019 under Sub-Rule 4, Column 10 and Column 11 of the Schedule is proposed to be revised as under:
      

      Column	Existing entry	Proposed entry
      Column 10	Thirty percent by promotion and seventy percent by deputation (including short-term contract), failing which by direct recruitment.	70% by promotion failing which deputation (Including short-term contract) and 30% by Deputation(Including short- term contract)/Absorption failing which by Direct Recruitment.
      Column 11	Promotion: Assistant Director of Employment with five years’ regular service in level-10 (Rs.56,100 — 1,77,500).	Promotion: Assistant Director of Employment with three years’ regular service in Level-10 (Rs.56100— 177500).

2. Inputs/comments on the proposed amendment of Recruitment Rules, if any, may be submitted to the undersigned within 30 days from the date of issue of this Circular.
